
Parcel Splits and Combinations
What is a parcel split?
If you have a large tract of land and would like the single parcel to become multiple parcels (such as by platting the area) you would need to file a parcel split.

Splits must be approved by the Toledo-Lucas County Plan Commission. Additional approval by other municipalities may also be necessary.​
What is a parcel combine?
If you own 2 or more parcels that are adjacent and under identical ownership, a Combine Application Form can be submitted to turn the parcels into a single contiguous parcel.

Once the parcels are combined, they would be a single parcel and so would receive a single property tax bill.

Note: All parcels in the City of Oregon must receive approval from the City of Oregon before being combined.

All parcel lines are set as of January 1 of a given year. If a Combine Application form is file and accepted on June 3, 2026, it would become effective as of January 1, 2027. Because property taxes are paid for the prior year, the property would receive a single tax bill for the first time for the property taxes payable in January 2028.

If parcels are combined, they must go through the split process in order to revert to being multiple parcels again.
