
Financial Reports
Every year, the Lucas County Auditor's Office publishes two financial reports - the Annual Comprehensive Financial Report (A.C.F.R.) and the Popular Annual Financial Report (P.A.F.R.).
The A.C.F.R. is more in-depth and complies with Generally Accepted Accounting Principles (GAAP). This report is submitted to the State of Ohio for auditing and offers a complete picture of Lucas County's financial position.

The P.A.F.R. is easy to read and understand and is very visual. This report is designed to give non-accountants an overview of Lucas County's financial position.

The ACFR is the County’s official audited financial report, covering all financial activities and operations. Lucas County consistently receives an unqualified opinion—the highest level of assurance from independent auditors—indicating that the financial statements are accurate and comply with Generally Accepted Accounting Principles (GAAP). Since 1984, the County has earned the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) every year it has submitted the report. This award recognizes the County’s commitment to transparency, accountability, and high-quality financial reporting.
A.C.F.R.s are available for reference at libraries throughout Lucas County, other libraries in the State, and the Library of Congress. You may also obtain glue bound copies from our office.

Popular Annual Financial Report
The Lucas County Popular Annual Financial Report (PAFR) summarizes Lucas County's financial activity in an easy-to-understand format. Data from the PAFR is extracted from the ACFR.
Lucas County has received the Award for Outstanding Achievement in Popular Annual Financial Reporting every year since 1997. This prestigious national award is granted to state and local government agencies by the Government Finance Officers Association (GFOA), and recognizes conformance to the highest standards of popular reporting that considers creativity, presentation, understandability, and reader appeal.

In recent years, the PAFR has been made available in newspapers, at libraries, and in various public places. Bound copies of this report are available at the office.
