Boards and Commissions

According to Ohio law, the County Auditor serves on several boards and commissions. These include the County Budget Commission, the Data Processing Board, the Board of Revision, and the Records Commission.

The County Budget Commission is responsible for reviewing and approving the budgets submitted by local government units, including counties, cities, villages, townships, school districts, and special districts. The Commission ensures that tax rates align with proposed expenditures and comply with Ohio law.

Records Commission

In accordance with section 149.38 of the Ohio Revised Code, the Lucas County Records Commission provides rules for the retention and disposal of county records.

Under Ohio law, public records are any documents or items created or received by a public office that document the office’s activities—unless specifically exempted by law.

​

Ohio Revised Code § 149.011(G) defines “records” as:

  1. Any document, device, or item, regardless of form or characteristics;

  2. Created or received by, or under the jurisdiction of, any public office;

  3. That documents the organization, functions, policies, decisions, procedures, operations, or other activities of the office.

Records may be withheld if they are exempt under the Ohio Public Records Act or restricted by state or federal law.

The Lucas County Data Processing Board (DPB) is responsible for overseeing data governance and IT policies within Lucas County. It ensures the security and integrity of data assets and reviews IT policies presented to it. The board is governed by ORC section 307.84 and plays a crucial role in maintaining the confidentiality, integrity, and availability of data assets generated by various offices within the county.
